Arthur's father was Albert Pendlebury and his mother was Catherine Dowd. His paternal grandparents were James Pendlebury and Eliza Mather. He had three brothers and four sisters, named James, James, Frank, Mary, Ellen, Catherine and Lucy. He was the second youngest of the eight children. He had five half-brothers and two half-sisters, named Frank, Albert, Alexander, Robert, William, Elizabeth and Edna.
