Allen was born in 1853 in Astley Bridge.1  Allen's father was John Walton and his mother was Sarah Mather.  His maternal grandparents were Joseph Mather and Ann (Hannah) Hindley. He had seven brothers and two sisters, named Thomas, James, Joshua, John, Thomas, Eli, Luke, Mary and Ellen.  He was the youngest of the ten children.
