Charles was born on October 8th, 1830 in Hawarden and his baptism took place there on October 29th, 1830.1 2  Charles' father was William Millington and his mother was Jane Williams.  His paternal grandparents were John Millington and Ann Shaw. He had five brothers and four sisters, named John, Joseph, Robert, William, George, Elizabeth, Rose, Thomas and Mary.  He was the oldest of the ten children.

‌Charles and Ann were married in a religious ceremony on April 4th, 1855 in Chester.3  They had five biological sons and four biological daughters, named William, John, Joseph, Charles, Charles, Jane, Rosanna, Rose and Mary.  They also had an adopted son named Robert.  The family line is yet to be completed.
