William's father was William Millington and his mother was Jane Williams. His paternal grandparents were John Millington and Ann Shaw. He had five brothers and four sisters, named Charles, John, Joseph, Robert, George, Elizabeth, Rose, Thomas and Mary. He was the eighth oldest of the ten children.
