Bernard's father was William Higgins and his mother was Minnie (Annie) Eddowes. His maternal grandparents were Thomas Eddowes and Mary Ann Hughes. He had four brothers and two sisters, named William, John, Harold, Arthur, Bessie and Minnie. He was the second oldest of the seven children. He died at the age of 73 in July 1972 in Wrexham.²
