Charles' father was John Mather and his mother was Elizabeth Naylor. His paternal grandparents were Thomas Mather and Hannah (Ann) Kirkham. He had five brothers and two sisters, named Arthur, Thomas, Ernest, John, James, John and Annie. He was the seventh oldest of the eight children. He died at 8 months old in January 1889 in Turton.
