Thomas Permenter was born on November 2nd, 1833 in Edgecombe Co. NC.  Thomas Permenter's father was Robert Russell Braswell and his mother was Anselina Stringer.  His paternal grandfather was Permentor Braswell; his maternal grandparents were William Stringer and Keziah Pitt. He had four brothers and four sisters, named Joseph James, Benjamin Guilford, Robert Stringer, John Daniel, Keziah Margaret, Elizabeth Catherine, Arretta and Anselina Jane "Lanie".  He was the fifth oldest of the nine children.
