Tracy was born on July 15th, 1889 in Shelby County, Illinois. Tracy's father was Allen Decatur Webb and his mother was Mary Ann Springer (Webb). His paternal grandparents were Addison J. Webb and Wilmouth Griffin Harder (Webb). He had a brother and five sisters, named Harry, Blanche, Della, Ferne, Lucile and Minnie. He was the third oldest of the seven children. He had a half-brother and two half-sisters, named Emerson, Hattie and Lillie. He died at the age of 92 in April 1982 in Effingham, Illinois.
