William was born in 1868 in Fittleworth Sussex and his baptism took place there on May 31st, 1868.1 2  William's father was William Steer and his mother was Mary Cobby.  His paternal grandparents were James Steer and Ursula Steyning. He had four brothers and eight sisters, named George, Thomas, Felix, Charley, Charlotte, Mary, Flora, Elizabeth, Rhoda, Emily, Fanny and Edith.  He was the third oldest of the thirteen children.
