Rhoda was born in 1864 in Fittleworth Sussex and her baptism took place there on July 31st, 1864.1 2  Rhoda's father was William Steer and her mother was Mary Cobby.  Her paternal grandparents were James Steer and Ursula Steyning. She had five brothers and seven sisters, named George, Thomas, William, Felix, Charley, Charlotte, Mary, Flora, Elizabeth, Emily, Fanny and Edith.  She was the seventh oldest of the thirteen children.
