Charlotte was born in 1852 in Pulborough and her baptism took place there on May 30th, 1852.1 2  Charlotte's father was William Steer and her mother was Mary Cobby.  Her paternal grandparents were James Steer and Ursula Steyning. She had five brothers and seven sisters, named George, Thomas, William, Felix, Charley, Mary, Flora, Elizabeth, Rhoda, Emily, Fanny and Edith.  She was the oldest of the thirteen children.
