Thomas was born in 1858 in Pulborough and his baptism took place there on May 30th, 1858.1  Thomas' father was William Steer and his mother was Mary Cobby.  His paternal grandparents were James Steer and Ursula Steyning. He had four brothers and eight sisters, named George, William, Felix, Charley, Charlotte, Mary, Flora, Elizabeth, Rhoda, Emily, Fanny and Edith.  He was the fourth oldest of the thirteen children.
