Flora's father was William Steer and her mother was Mary Cobby.  Her paternal grandparents were James Steer and Ursula Steyning. She had five brothers and seven sisters, named George, Thomas, William, Felix, Charley, Charlotte, Mary, Elizabeth, Rhoda, Emily, Fanny and Edith.  She was the fifth oldest of the thirteen children.
