Walter's father was Thomas Roscoe and his mother was Elizabeth Mather. His maternal grandparents were Joseph Mather and Betty (Elizabeth) Cooper. He had two brothers and three sisters, named Albert, James, Alice, Sarah and Elizabeth. He was the third oldest of the six children.
