Peter was born in 1843 in Breightmet.1  Peter's father was Josiah (Joseph) Phethean and his mother was Ellen Mather.  His maternal grandparents were John Mather and Ann Brabin. He had six brothers and a sister, named Josiaha, William, Joseph, John, James, Joseph and Ann.  He was the fourth youngest of the eight children.
