Joseph was born in 1851 in Breightmet.1  Joseph's father was Josiah (Joseph) Phethean and his mother was Ellen Mather.  His maternal grandparents were John Mather and Ann Brabin. He had six brothers and a sister, named Josiaha, William, Joseph, Peter, John, James and Ann.  He was the youngest of the eight children.
