William was born in 1823 in Upholland and his baptism took place on February 29th, 1824 in Billinge.1 2  William's father was Joshua Mather and his mother was Margaret (Peggy) Mather.  His paternal grandparents were James Mather and Ann Berrington. He had three brothers and three sisters, named James, Joshua, Peter, Ann, Sarah and Margaret.  He was the second youngest of the seven known children.
