Harold's father was Edward Mather and his mother was Sarah Ellen Taberner. His paternal grandparents were John Mather and Jane Edwards. He had two brothers and four sisters, named Albert, John, Lilly, Violet, Rose and Mary. He was the oldest of the seven children. He had a half-sister named Maggie.

- 26 June 1909, Harold Mather married Sarah Jane Marshall. They had two children Lilian (b.1910) and Edward Harold (b.1913).
  
  It was said that Sarah Jane frequently committed adultery with Reuben Boardman, so a divorce was filed in 1917.
