Welf was born in Altdorf, Mittelfranken, Bavaria, Germany.  Welf's father was Count Conrad d'Auxerre I of Argenau, Linzgau & Paris and his mother was Princess Adelheid de Tours of the Holy Roman Empire.  His paternal grandparents were Count Welf von Eritgau I of Andechs and Heilwig von Saxony; his maternal grandparents were Emperor Louis ("the Pious") I of Aquitaine and Empress Irmengard of Hesbain. He had two brothers and three sisters, named "the Justiciar", Conrad, Eve, Judith and Burgundy. He had three half-brothers and a half-sister, named Robert, Robert, Eudo and Regelinde.  He died on April 23rd, 0861.
