Neely was born on January 15th, 1796 in , , N. C.. Neely's father was Thomas "Elias" Butler and his mother was Sarah Thompson. His paternal grandparents were Christopher John Butler and Mary Catherine Martin. He had five brothers and five sisters, named Rueben, John Franklin, Joshua Daniel, Elias F, James Martin, Elizabeth, Judith, Sarah, Mary C. and Judah. He is the fifth oldest of the eleven children.
