William was born in 1857 in Illinois. William's father was Leonard Douthit Tarrant and his mother was Louisa Jane Webb (Tarrant). His paternal grandparents were James Tarrant and Rebecca Langley (Tarrant); his maternal grandparents were John Webb and Elizabeth A. Mayfield (Webb). He had four brothers and nine sisters, named Monroe, John, Newton, James, Mary, Frances, Martha, Elizabeth, Rebecca, Sarah, Louisa, Lucinda and Hester. He was the second youngest of the fourteen children.
