Monroe was born on August 3rd, 1835 in Hickman County, Tennessee.  Monroe's father was Leonard Douthit Tarrant and his mother was Louisa Jane Webb (Tarrant).  His paternal grandparents were James Tarrant and Rebecca Langley (Tarrant); his maternal grandparents were John Webb and Elizabeth A. Mayfield (Webb). He had four brothers and nine sisters, named John, Newton, James, William, Mary, Frances, Martha, Elizabeth, Rebecca, Sarah, Louisa, Lucinda and Hester.  He was the oldest of the fourteen children.  He died at the age of 39 on December 18th, 1874.  He was buried at the Rentfro Cemetery.1 1
