Frank was born in 1903 in Oldham.1  Frank's father was James Winterbottom and his mother was Elizabeth Ann Navin. He had three brothers and five sisters, named Wilfred, Thomas, Fred, Mary, Frances, Clara, Alma and Rosie.  He was the eighth oldest of the nine children.
