William's father was Robert Tong and his mother was Nancy Mather. His maternal grandparents were Thomas Mather and Sarah Davenport. He had five brothers and two sisters, named Thomas, Robert, Peter, Horatio, James, Sarah and Hannah. He was the fourth oldest of the eight children.
