Charlotte was born in June 1852 in Salford.1  Charlotte's father was James Partington and her mother was Frances (Fanny) Eddowes.  Her maternal grandparents were Thomas Eddowes and Charlotte Morris. She had six sisters named Ellen, Emma, Mary, Emma, Margaret and Elizabeth.  She was the fourth oldest of the seven children.
