Joseph was born in September 1862 in Neston.¹

Joseph's father was William Oxton and his mother was Thomasine Bryan. His paternal grandparents were Joseph Oxton and Rachel Williams. He had four brothers and four sisters, named George, William, Thomas, John, Mary, Alice, Maggie and Ann. He was the fifth oldest of the nine children.
