Willmot was born in September 1849 in Golborne.1  Willmot's father was Thomas Mather and his mother was Jane Cooke. He had three brothers and five sisters, named John, Thomas, Charles, Ann, Ellen, Elizabeth, Mary and Charlotte.  He was the youngest of the nine children.
