Joseph was born in October 1890 in Bolton.1  Joseph's father was Richard Mather and his mother was Jane Edge.  His paternal grandparents were James Mather and Ann Riley. He had five brothers and six sisters, named Thomas, Robert, Richard, Mark, John, Mary, Sarah, Jane, Alice, Ellen and Ivy.  He was the third youngest of the twelve children.
