Francis was born in March 1861 in Whitefield.1  Francis' father was Francis Mather and his mother was Rachel Whitworth Mills.  His paternal grandparents were James Chadwick Mather and Sarah Charlton. He had three brothers and four sisters, named William, Arthur, Thomas, Elizabeth, Emma, Betsy and Sarah.  He was the fourth oldest of the eight children.
