Arthur was born in June 1864 in Whitefield.1  Arthur's father was Francis Mather and his mother was Rachel Whitworth Mills.  His paternal grandparents were James Chadwick Mather and Sarah Charlton. He had three brothers and four sisters, named Francis, William, Thomas, Elizabeth, Emma, Betsy and Sarah.  He was the sixth oldest of the eight children.
