Charles was born in September 1847 in Prescot.1  Charles' father was William Mather and his mother was Margaret Sim.  His paternal grandparents were John Mather and Elizabeth. He had two brothers and four sisters, named William, John, Elizabeth, Catherine, Mary and Ellen.  He was the fifth oldest of the seven children.
