Charles' father was Charles Mather and his mother was Maria Hough. His paternal grandparents were Andrew Waddicar and Sarah Mather. He had two brothers and three sisters, named Alfred, Andrew, Sarah, Ada and Lilly. He was the fourth oldest of the six children. He died in June 1885 in Edgworth.²
