William was born in March 1848 in Little Bolton.1  William's father was William Elliott and his mother was Ellen Mather.  His maternal grandparents were Geffrey (Jeffery) Mather and Catherine Gregory. He had three brothers and four sisters, named Henry, Frederick, John, Elizabeth, Kate, Alice and Mary.  He was the fourth oldest of the eight children.
