Frank was born in March 1882 in Droylsden.1  Frank's father was Henry Doxey and his mother was Mary Ann Dooley.  His paternal grandparents were John Doxey and Sarah Worthington; his maternal grandparents were Hugh Dooley and Bridget Costello. He had two brothers and four sisters, named Joseph, John, Sarah, Hannah, Clara and Florence.  He was the second oldest of the seven children. He had a half-brother named Walter.

‌Frank and Jessie were married in a religious ceremony in 1917 in Manchester.3  They had a daughter named Leslie.  There are no more children.
