Walter was born on July 24th, 1917 in Maryland (MD). Walter's father was Franklin William Brooks and his mother was Annie Elizabeth Mather. His maternal grandparents were Samuel Cowley Mather and Elizabeth Cooper. He had three brothers and four sisters, named Arthur, Lawrence, Howard, Bertha, Margaret, Helen and Emma. He was the third youngest of the eight children. He died at the age of 78 on January 18th, 1996 in Baltimore.
