Arthur was born on July 13th, 1908 in Maryland (MD). Arthur's father was Franklin William Brooks and his mother was Annie Elizabeth Mather. His maternal grandparents were Samuel Cowley Mather and Elizabeth Cooper. He had three brothers and four sisters, named Walter, Lawrence, Howard, Bertha, Margaret, Helen and Emma. He was the second oldest of the eight children. He died at the age of 75 on June 19th, 1984 in Baltimore.
