Joseph was born in January 1840 in Westhoughton and his baptism took place on February 2nd, 1840 at St. Bartholomew (Westhoughton).1 2  Joseph's father was Thomas Bromilow and his mother was Ann Mather.  His maternal grandparents were John Mather and Betty Woodward. He had six brothers and three sisters, named John, John, Thomas, James, William, George, Betty, Catherine and Ellen.  He was the oldest of the ten children.
