John was born in June 1847 in Horwich and his baptism took place there on July 25th, 1847.1 2  John's father was Thomas Bromilow and his mother was Ann Mather.  His maternal grandparents were John Mather and Betty Woodward. He had six brothers and three sisters, named Joseph, John, Thomas, James, William, George, Betty, Catherine and Ellen.  He was the fifth oldest of the ten children.
