Ottowell was born in March 1854 in Bolton.1  Ottowell's father was John Allen and his mother was Sarah Lever.  His paternal grandparents were Joseph Allen and Sarah Carter. He had five brothers and a sister, named Richard, John, Joseph, James, Robert and Sarah.  He was the third oldest of the seven children. He had a half-brother and two half-sisters, named James, Alice and Agnes.  He died at the age of 4 in June 1858 in Bolton.1
