Victoria was born in December 1894 in Illinois. Victoria's father was Francis Marion Webb and her mother was Ellen Bales (Webb). Her paternal grandparents were John Webb and Elizabeth A. Mayfield (Webb). She had three brothers and a sister, named Otto, Frank, Daniel and Daisy. She was the youngest of the five children. She had two half-brothers and two half-sisters, named John, Julius, Susan and Eva.
