Otto was born in November 1879 in Illinois. Otto's father was Francis Marion Webb and his mother was Ellen Bales (Webb). His paternal grandparents were John Webb and Elizabeth A. Mayfield (Webb). He had two brothers and two sisters, named Frank, Daniel, Daisy and Victoria. He was the oldest of the five children. He had two half-brothers and two half-sisters, named John, Julius, Susan and Eva.
