Russell was born on July 19th, 1905 in Monroe County, Indiana. Russell's father was Oliver Carmie Deckard and his mother was Ola Mae Shields. His paternal grandparents were Andrew Deckard and Phoebe Fleetwood; his maternal grandparents were David Thomas Shields and Sarah Frances Mize. He had two brothers and three sisters, named Paul A., Oliver Elmo, Rosalie, Arda Frances and Mary. He was the oldest of the six children.-
