Arda Frances was born on June 11th, 1917. Arda Frances' father was Oliver Carmie Deckard and her mother was Ola Mae Shields. Her paternal grandparents were Andrew Deckard and Phoebe Fleetwood; her maternal grandparents were David Thomas Shields and Sarah Frances Mize. She had three brothers and two sisters, named Russell, Paul A., Oliver Elmo, Rosalie and Mary. She was the third youngest of the six children.-
