Thomas was born on December 9th, 1804 in Petworth and his baptism took place on January 20th, 1805.1  Thomas' father was William Steer and his mother was Elizabeth Howick.  His paternal grandparents were Thomas Steer and Jane Osborn. He had seven brothers and three sisters, named William, James, Henry, Robert, George, Edward, Charles, Elizabeth, Sarah and Jane.  He was the third oldest of the eleven children.
