Charles was born in 1820 in Petworth and his baptism took place there on April 3rd, 1820.1 2  Charles' father was William Steer and his mother was Elizabeth Howick.  His paternal grandparents were Thomas Steer and Jane Osborn. He had seven brothers and three sisters, named William, Thomas, James, Henry, Robert, George, Edward, Elizabeth, Sarah and Jane.  He was the youngest of the eleven children.  He died at the age of 75 in 1895.3
