Arthur's father was William Westby and his mother was Jane Stockton. His paternal grandparents were Thomas Westby and Sarah Mather. He had two brothers and three sisters, named Edward, William, Sarah, Elizabeth and Mary. He was the fifth oldest of the six children.

- In 1881, after both parents died, Sarah J, William T, and Arthur H (18, 13 and 11) were lodging with their "uncle" John Stockton.
