Phebe was born in September 1849 in Liverpool.¹

Birth Notes

Phebe's father was William Tomlinson and her mother was Ann Harding. Her paternal grandparents were Thomas Tomlinson and Martha Carr. She had five brothers and a sister, named William, Thomas, Randle, John, Randle and Sarah. She was the second youngest of the seven children.
