Charlton was born in March 1856 in Pilkington.1  Charlton's father was John Mather and his mother was Margaret Ann Seal.  His paternal grandparents were James Chadwick Mather and Sarah Charlton. He had two brothers and four sisters, named James, Alexis, Sarah, Alice, Elizabeth and Margaret A.  He was the second oldest of the seven children.
