Newton was born in September 1880 in Upperthong.¹

Newton's father was Joseph Bottomley and his mother was Ellen Bottomley. His paternal grandparents were Joshua Bottomley and Hannah Crosland. He had two brothers and a sister, named Arthur, Vincent and Amy. He was the youngest of the four known children.
