Phoebe was born about 1737 in Bedford County, Virginia.1 Phoebe's father was RICHARD D. Belcher and her mother was MARY Obedience Clay. Her paternal grandparents were JOHN Belcher and MARY Elizabeth Frogley; her maternal grandparents were HENRY Clay and MARY Mitchell. She had eight brothers and two sisters, named Isham E., Richard Jr., Thomas, Robert, William, Benjamin, Henry, Jesse, Anne and ELIZABETH Anne. She was the fourth oldest of the eleven children. She died about 1813 in Giles County, Virginia.1 -
